Singapore and Japan: 60 Years of Growth, Innovation, and Trust
This year marks 60 years of diplomatic relations between Singapore and Japan, a milestone built on decades of Japanese business leaders, individuals and families who chose to make Singapore their base, and their home.
More than 5,200 Japanese enterprises are established here today, from Yokogawa Electric’s first overseas factory in 1974 to more recent set-ups like Nintendo. Each has grown alongside Singapore’s own industry development.
The partnership endures because it solves a real problem: Japanese companies with deep manufacturing expertise and technological depth need a trusted, connected base from which to reach global markets — and Singapore has built itself to be that base. Chugai Pharmaceutical’s first overseas research facility here discovered a treatment for a rare, life-threatening blood disorder. IHI co-developed a breakthrough sustainable aviation fuel catalyst with the Agency for Science, Technology and Research (A*STAR). Shimano runs its regional hub from Singapore, where its facility produces 70% of the company’s bicycle gear components.
Singapore is also home today to over 32,000 Japanese expatriates, and Japanese brands — from Kikkoman to Godzilla — are woven into everyday life here.
As Japan’s industries face their next inflection point — energy transition, digital and AI, biomedical innovation — Singapore’s ambition is the same as it was 60 years ago: to be the place where Japanese companies build what comes next, not merely where they arrive. In the spirit of kanreki, this anniversary is not an ending to mark, but a new cycle to begin — carrying the trust of the last 60 years into the next.

Singapore Economic Development Board
Clarence Chua leads the Planning division at the Singapore Economic Development Board (EDB) which oversees its long-term strategy and performance management as Singapore’s lead economic development agency. He is also Head for Japan and Korea region.

◉Education & Early Career
After graduating from the University of Tokyo with a Bachelor of Economics, he worked in EDB’s International Policies and Electronics divisions.
◉Career History
From 2008 to 2013, Clarence was based in Japan, managing EDB’s operations in Japan and Korea. Upon his return to Singapore, he was appointed as Director for EDB’s Corporate Planning division.
He oversaw the development of the Professional Services cluster from 2015-2018 and Hub Services strategy from 2018-2019, followed by the Strategic Planning division in 2019-20.
He was Director Strategic Planning Division in the Ministry of Communications and Information in 2020-22.
In 2022-25, he headed EDB’s Business Environment division responsible for policies related to incentives and trade.
